In a stand mixer bowl combine the oat flour, unbleached flour, fat, baking powder and sea salt.
Start the mixer on low and run for 5 minutes.
Keep the mixer on and slowly pour in the boiling water, until the dough holds together.
Knead on medium speed for 10 minutes.
Remove the dough from the mixer, it should be soft and smooth.
Cut the dough into equal pieces and cover with plastic wrap for at least 30 minutes.
Working on a floured surface flatten the dough balls using a rolling pin.
Cook on a very hot skillet until bubbles form before flipping.
Place cooked tortillas in a tortilla warmer or plastic bag to keep soft and pliable.
